To serve and sell alcohol in Queensland, you are legally required to have successfully completed the unit SITHFAB021 – Provide Responsible Service of Alcohol (RSA). Upon completion, you will obtain a nationally recognised RSA Statement of Attainment.

If you are a new employee working on a licensed premises, it is compulsory to complete an RSA course within 30 days of starting your job. Only a registered training organisation (RTO) can deliver RSA courses and issue the certificate. An RSA certificate is a government requirement for everyone who wants to work in, or start a business that involves, selling or serving liquor. The RSA unit applies to all personnel who sell, serve or promote alcohol – including food and beverage attendants, salespersons, brewery and distillery staff, supplier representatives, licensees and security staff.

When you complete this course you will know how to sell and serve alcohol responsibly, assist customers to drink within appropriate limits, assess alcohol-affected customers, and determine when service must be refused. Specifically, the course covers:

  • Selling or serving alcohol according to the provisions of the law, and requesting acceptable proof of age
  • Assisting customers to drink within appropriate limits and monitoring for signs of intoxication
  • Assessing intoxication levels and recognising the factors that affect a customer’s response to alcohol
  • Refusing the sale or service of alcohol professionally, using conflict-resolution and communication skills, and escalating when necessary

The RSA is delivered face-to-face, so you benefit from a personalised, hands-on learning experience with an experienced trainer who can answer your questions and show how concepts apply in the workplace. Assessment is completed online. The certification course takes 3.5 hours.

  • There is no pre-requisite to enter the course. A minimum of Year 10 or equivalent level of English reading and writing is recommended.
  • Access to a laptop and internet for the online assessment.

  • Student ID (for current high school students)
  • Photo of a Green Medicare Card, Passport or Birth Certificate (in colour)
  • USI number – visit usi.gov.au to look up or create your USI
  • A parent or guardian close by to sign (if you are under 18)

What does responsible service of alcohol mean in practice?
It means complying with Queensland liquor laws, providing a safe environment for customers, and only selling, serving and promoting alcohol professionally – including spotting signs of excessive drinking and responding appropriately.

How long does it take to get an RSA certificate?
The training takes 3.5 hours. Upon successful assessment, you receive your certification the same day.

Does the RSA certificate expire?
In Queensland, once you have obtained an RSA Statement of Attainment, the certification does not expire. Short refresher courses are available to keep your knowledge current.

Can I use an RSA certificate from another state or territory?
Yes, provided it is a nationally recognised Statement of Attainment in Provide Responsible Service of Alcohol.

Do I need RSA training before starting a job?
In Queensland you must complete RSA training within 30 days of starting. It is recommended to get certified before seeking work in hospitality or liquor, as it makes securing employment easier.
